"In his first Annual Letter, Gates noted that over the past nine years, his foundation has invested over $2 billion to create better schools, with the bulk of that going to create smaller schools and classrooms." Gates stated that a "few of the schools that we funded achieved something amazing. They replaced schools with low expectations and low results with ones that have high expectations and high results. Almost all of these schools are charter schools that have significantly longer school days than other schools."

"National Alliance for Public Charter Schools President and CEO Nelson Smith said, "Right now, charter school students are getting by on about 22% less funding per-pupil than their peers in district-run public schools and 24 states have some kind of "cap" on the number of charters that can be created.
